📢 Important Update: Microsoft Teams Voice Applications – Outbound PSTN Calls on Behalf of Resource Accounts
Effective Date: November 1, 2025
Microsoft is introducing a configuration update that affects how outbound PSTN calls are handled in Microsoft Teams Voice Applications—specifically in scenarios where calls are made “on behalf of” a resource account. This includes:
- Outbound PSTN calls made by Call Queue agents on behalf of a Resource Account
- Outbound PSTN calls initiated by Auto Attendants or Call Queues
- Callback PSTN calls from Teams Call Queues or Auto Attendants
- Calls made via Graph API or Phone System Extensibility
🔧 What’s Changing?
Starting November 1, 2025, Microsoft will allow operators to enable or disable these outbound call scenarios. This means that your ability to make these types of calls will depend on whether your operator supports and enables them.
Microsoft has begun notifying customers through Message Center posts, encouraging them to confirm support with their operator to avoid service disruptions.
✅ CallTower’s Position
We want to reassure you that CallTower will continue to support and allow all on-behalf-of outbound PSTN call scenarios for Microsoft Teams Voice Applications. We do not plan to disable these capabilities for our customers.
If Microsoft requires any configuration changes closer to the rollout date, CallTower will handle those updates and communicate them proactively to ensure a seamless experience.

To ensure uninterrupted service:
- No action is required if you are a CallTower customer.
- If you receive a Message Center notification, you can confidently confirm that CallTower supports these scenarios.
